Tool for preventing old buildings from becoming run-down – 2012 results

Following the completion of the plan to restore sub-standard housing (2002-2010), the preventive procedure, instigated in 2008, continues. Its objective is to predict the deterioration of old buildings in Paris and to prevent new buildings from being drawn into the downward spiral towards insalubrious conditions. As in previous years, a statistical analysis has been carried out to closely examine weak points of Parisian buildings.

An assessment system is put in motion which gauges the number of small rented accommodation, formal  notices sent concerning security and hygiene, diagnoses of lead exposure or accessibility, demands for social housing and unpaid water bills in buildings. In 2012 two new indicators were added to the assessment: the presence of termites and the conversion of a hotel providing medium term accommodation into a building providing housing. A building is thus graded indicating its presumed level of degradation risk.

In 2012 this procedure brought to light 272 old buildings showing signs of fragility. Most of the buildings are co-owned, located in the north-east of Paris (10th, 11th, 18th, 19th, 20th districts). This operation, carried out in liaison with the City of Paris Department of Housing and Living Conditions - La direction du logement et de l’habitat de la Ville de Paris -,  is part of a monitoring and preventative procedure where the statistical evidence is used for administrative intervention at as early a date as possible.
