Recent changes and those to come in the 18th district city gates sector - The evolution of city gates “Portes de Paris” and development projects proposed in the New National Urban Renewal Programme (NPNRU)

The New National Urban Renewal Programme (NPNRU) for the “Portes du 18e” city gates is part of an urban transformation dynamic that began at the beginning of the 2000s. Almost 50 hectares are undergoing transformation or will be in the near future. New programmes and sports facilities planned for 2024 should breath new life into the sector. The transformations implemented at the “Portes de La Chapelle, d’Aubervilliers and de Clignancourt” will establish new links between Paris and neighbouring municipalities “Communes”.

The Grand Paris Urban Renewal Programme (GPRU), a major urban renewal programme for the surrounding Parisian suburbs of “La Couronne Parisienne”, was launched by the City of Paris at the beginning of the 2000s with the aim of redefining this large territory where many neighbourhoods experience difficulties and which has very big infrastructures running through it which create ruptures in the urban fabric. In 2008 the “Porte de Montmartre - Porte de Clignancourt” sector was integrated into the National Urban Renewal Programme (PNRU).

Today, the GPRU extends to Porte d’Aubervilliers and becomes the New National Urban Renewal Programme (NPNRU) at “Portes du 18e”. It includes the redefinition of the Maréchaux Boulevards linked to the building of the T3 tramway and the transformation of the city gates “Portes en Places”, an operation aiming to interweave the boundaries between Paris and its neighbouring Communes. The changes underway at various intervals along the Boulevard Périphérique are also intended to enhance links between Paris and the neighbouring Communes of Seine Saint-Denis.
This document provides an update on projects that have been carried out and those to come with the double objective:

  • to present an overall vison of the future of this territory by highlighting recent developments since the creation of the PNRU “Porte de Montmartre - Porte des Poissonniers” and continued within the framework of the NPNRU at “Portes du 18e”;
  • to clearly state the main guidelines intended to structure future developments in the sector by integrating and taking into consideration urban projects led by different key players and their impact on public space.
