Observatory to prevent housing becoming run down in Paris – Results 2016
Following the completion of the 2002-2010 plan to reduce the amount of substandard housing, the preventative measures initiated in 2008 are still in force today.  The aim is to prevent both old and new buildings in Paris from gradually falling into a state of unhealthy disrepair.
As in previous years, a statistical analysis has been produced which is intended to pinpoint the weaknesses in Parisian buildings using indicators such as the proportion of small, rented housing units, warnings regarding health and safety, lead exposure diagnoses, the extent of demand for social housing, buildings with unpaid water bills, as well as the presence of termites and apartment blocks which have been converted from hotels providing social accommodation. In 2016, a new indicator was picked up with the assistance of Etatlab and included in the list of preventative measures, without altering the weighting system. The source of this new indicator lies in the interventions of the fire brigade in buildings in Paris. This has lead to buildings being graded according to their possible risk of deterioration.
In 2016, this work revealed 309 old buildings showing signs of dilapidation. These buildings are for the most part co-owned, located in the north-eastern districts of Paris (10th, 11th, 18th, 19th and 20th). These measures were carried out in partnership with key players in the fight against substandard housing in Paris and form part of the monitoring and preventative operational procedure whose statistical evidence can be used so that administrative and technical action can be taken as early as possible.
