The Night of Solidarity is a count of homeless people carried out at night. The operation provides a “snap-shot” at a given moment of the number of people with no accommodation solution within a given area.

Teams of 3 to 5 volunteers (elected representatives, professionals, associations, citizens) explore a specifically defined sector for about 3 hours allowing the whole area to be covered. All public spaces and certain private ones are checked. When possible, the volunteers ask homeless people to complete an anonymous questionnaire to be able to find out more about their profiles and needs.

The count made on the Night of Solidarity is considered as a minimum figure. Only the homeless are counted, i.e. people with no overnight accommodation (dossing down in the street or an unsuitable place to sleep). People with accommodation (in hotels, hostels, gymnasiums, at another person’s accommodation), in squats or organised reception areas are not counted. Some homeless people are not visible and so are not met on the night.

The first results established a total of 3,492 homeless people in Paris on the night of the 25th to 26th January 2024. This indicates a rise of +16% compared with the previous count made on 26th January 2023 (3,015 people in 2023, i.e. an increase of +477 homeless people in one year).

On the same date, 785 people with no shelter were counted in the 32 volunteer Communes which took part in the operation coordinated by Grand Paris Metropolis, with over 100 in two Communes: Saint-Denis (192 homeless people) and Aubervilliers (105).

These initial results will be consolidated by the summer 2024 and will be the subject of a study carried out by the Paris Urbanism Agency - Apur - in liaison with a scientific committee made up of academics, partners of the operation and experts in the field of exclusion.

All the studies published since 2018 are available on the website of the Paris Urbanism Agency - Apur -, the City of Paris and Grand Paris Metropolis -  Métropole du Grand Paris -.
