This study presents the results of the sixth Night of Solidarity in Paris.
The Night of Solidarity - La Nuit de la Solidarité - is an anonymous and objective count of the number of homeless people which has been carried out every year since 2018 by the City of Paris and numerous institutional, community association and voluntary partners. The aim of this initiative is to increase awareness of the geographical whereabouts, the profiles and the needs of people with no accommodation solution, thus enabling public policies to be adapted in response. Apur has accompanied the procedure since it began and analyses the results.
On the sixth Night of Solidarity in Paris on the night of 26th to 27th January 2023, 3,015 people without shelter were counted, which represents an increase of 417 people compared with the January 2022 count (+16%), while in the context of the health crisis in 2021 and 2022, the number of homeless people counted on the Nights of Solidarity were significantly lower.
The proportion of couples and families has increased compared with previous Nights of Solidarity. The number and proportion of women has also increased compared with the January 2022 count. The proportion of people who said they had been living in Paris for under a year is also rising.
The results showed a downward trend in the use of available aid, services and support systems and and more limited access to services available when people need them. In particular, use of the 115 emergency line is declining. The proportion of homeless people who are accompanied by social services has also fallen. The proportion of those with no fixed address for receiving post is rising.
For the first time, a trial summer operation has been organised in three districts (the 18th, 12th and 20th).
