How best to oversee changes taking place? What landscape issues are linked to metropolitan boulevards?

Boulevard de Strasbourg in Nogent-sur-Marne is in the centre of the Paris Est Marne&Bois area and is representative of the main roads which structure the metropolis. From the square Place du Général Leclerc near the RER A station up to the entrance of Perreux-sur-Marne, numerous projects are underway or in preparation, which will transform the landscape and modify the constructed continuity.

Apur, in liaison with the municipal departments involved, has been observing the changes underway and has proposed both the evolution of urban planning regulations plus a landscaping project, which herald an approach that could become widespread in other areas of the metropolis. 

The study on changes underway shows the extent to which local urbanism plans - PLU  -contribute to controlling these changes or on the contrary, have difficulty overseeing them which would necessitate permanent adjustments being made to their regulations.

Through a detailed assessment of projects’ impact on their immediate environment, by making simulations of their integration into the urban context and studying the overall landscape of the boulevard, this study proposes both modifications to be made to the Nogent-sur-Marne PLU and landscape development principles to be applied so that the boulevard can be redefined with the presence of nature strongly reinforced.
