Apartment buildings in Paris acquired under social housing regulations
New social housing comes from 3 sources: new apartment blocks built according to social housing regulations, complete renovation of run-down buildings which are usually free of tenants to turn them into approved apartment blocks, or the approval for social housing of pre-existing non-approved housing, occupied or not, as the case may be.
It is social housing belonging to the latter group which is studied here.
The operations in question are usually called “approved acquisition operations -opérations d’acquisition conventionnement -”. Over 23,000 units of housing coming under this heading were authorised in the period 2001 – 2014, divided into 507 sites and managed by 35 different social landlords. This accommodation was partially or totally occupied at the moment when the social and/or the approved agreement landlord took over management. Almost two thirds of this new social housing was created following the acquisition of the buildings from private operators. A third of this new social housing came from the regulated acquisition of non-approved housing owned or managed by social landlords for many years.
In order to establish the number of social housing units in regulated apartment blocks in Paris from 2001 – 2014 which were allocated to prospective tenants, a survey was carried out in 2015 with the aim of analysing their occupancy status as of October 1st, 2015.
