An overall reduction of approximately 35,000 registered vehicles (passenger cars and light commercial vehicles) was observed in Grand Paris Metropolis between 1st January 2021 and 1st January 2022. In 85 out of the 131 municipalities in Grand Paris there was a drop in the number of registered vehicles of over 0.5%.  This reduction was mainly to be found in districts within Paris-proper as well as municipalities in the west of the metropolis and other municipalities such as Noisy-le-Grand and Saint-Denis. Most of these municipalities are the most dense, they are close to Paris and generally have the best public transport services. This overall trend was not however spread evenly throughout the metropolitan territory, for in some municipalities, mainly in: Boucle Nord de Seine, Paris Terres d’Envol and Sud de Grand-Orly Seine Bièvre, the number of registered vehicles remained stable or even rose.

The relatively stable development (+/- 0.5%) of the fleet of registered vehicles effected 30 municipalities and 5 districts in Paris. This could either correspond to the the trend reaching a turning point with the rise in the number of vehicles halting prior to a possible fall in the future, if a similar course is followed as those previously observed in municipalities which today show a significant drop in their number of vehicles, or it may correspond to the minimal level having been reached in municipalities, particularly certain districts of Paris, where a significant reduction already took place over the past few years. Apart from this, the registered fleet of vehicles has increased in 16 municipalities (+7,700 vehicles in these 16 municipalities): some of these are small municipalities with not very good public transport services, but they are mostly municipalities close to Paris which have good public transport services (Aubervilliers, Clichy, Issy-les-Moulineaux and Ivry-sur-Seine which together account for 2/3 of the 7,700 vehicles), a rise which may be linked to an increase of the population or new activities in these municipalities linked to the delivery of new developments, particularly in their urban project sectors.

The extension of existing public transport lines (lines M11, T1, T3b, T8, T10, RER E, etc.), the gradual opening of the Grand Paris Express network as from 2024 as well as the system of cycle paths being reinforced (Boucles Olympiques, VIF network, Metropolitan Cycle Network) will increase the alternative solutions to the use of motor vehicles and should have a significant impact on car ownership in territories, in the light of establishing the ZFE-m, given the simultaneity of the different schedules.
