At a time when the flow of migrants, linked as much to the imbalance of development in the world as to the devastating effects of armed conflicts, mobilises and alarms public opinion, the political leaders question themselves on the action they intend to take. Paris therefore finds itself at the heart of these expectations due to its visibility, its economic influence and its traditional behavior towards asylum seekers.  Recent episodes linked to refugee camps set up on the outskirts of Paris, even insalubrious, informal camps on some routes leading into the city, clearly show that this problem reaches way beyond the city centre alone and involves the overall development of Greater Paris - Grand Paris -. What collective approach can be put in motion in response to this issue?
